Received 24, 1 a.m. Amsterdam, October 23. Herr Delbruenck, in the Prussian Diet, said the Kaiser, who was inarching with his "vietorous" troops, and Dr. Beth-mann-Hollweg, accompanying him, regretted that thev were unable to attend the Diet.
The Finance Bill, as cabled, passed all stages. Many officers ascribe the check of the German advance to Count Von Moltke's forced retirement.

VON MOLTKE DYING. Received 23, 1 a.m. London, October 23. Count Von Moltke, German Chief of Staff, is dying of liver complaint. HOSTILITY TO THE CHANCELLOR. Amsterdam, October 22. An influential section of the German press has opened a campaign of hostility against Herr von Bethmaan-Holl-wcg, describing him as a mere quilldriver, who seeks to rob the sword of the fruits of victory.
