The Daily Telegraph's Athens correspondent states that Turkey and Bulgaria have made a binding agreement I For a combined attack on Roumania if Roumania attacks Austria.
CONTRADICTING FANTASTIC LIES.
THE DARDANELLES INCIDENT.
Received 18, 5.40 p.m. Constantinople, October 17. Sir Edward Mallet has circularised I the Consuls in Turkey denying the fantastic reports from German sources that Russians invaded (Persia, and that risings had occurred in Afghanistan, India and Egypt. lie pointed out that the German commander 'had closed the Dardanelles because a German-officered Turkish destroyer had been turned back by the British fleet. The British had previously notified Turkey that the destroyer was considered part of the German fleet while officered and manned by Germans.
TURKISH NEUTRALITY' CONFIRMED.
Received 18, 10.30 a.m. Constantinople, October 16. Turkey lias re-aflirmed her neutrality, indicating that reports of tho Goeben and Breslau fighting are untrue.
