Italians consider that the longer they wait the stronger they will be and the weaker their potential enemies will become. Austria and Germany are doing all that lies in their power to avert giving Italy grounds for war. In Vienna and Berlin the name of Italy ' is scarcely mentioned without execration, but the press in both capitals is schooled not to disclose this attitude. Vienna is full of refugees and the spirit of the people is cruelly chastened by the total failure of the proud imperial arms against little Servia. The fortifying sf I the capital proceeds apace. Austria now puts all ier trust in Germany.
