KITCHENER'S NEW ARMY TAKING SHAPE. MAGNIFICENT ENTHUSIASM. STIFFENING THE GERMAN < BLOCICADE. 'PAY, PAY, PAY!" London, October 1. Alderghot is the centre of a vast series of camps. There - are over 120,000 troops in the vicinity, drilling for miles on the open spaces and along the roads. The' canvas town stretches far out into the -., fields and fills -the whole valley. The >■; Government "workshop is turning our new regiments while you wait. The willingness to learn and the enthusiasm of all classes is magnificent. The towns- ; folk near camp are bewildered -at' the business I>oom. The thoroughfares at nightfall suggest Klondykc or Kal-' goorlil in gold rush times. Lord Kitchener's new army is taking shape with equal eelcrity in other parts of the United Kingdom. One of the effects of the war is that the Lord Mayor's Show hag been abandoned. Sir R. Baden-Powell, in a speech at a Lord Mayoral function, said the opposing armies were fighting with couragu, commonsense and cunning. The British Tommies had a fourth qualification, that of cheerfulness. The Germans would find it a long way to Tipperary. They would probably make a desperate effort to invade Britain. '"We must be ready." Friendly conversations are proceeding between Sir'E. Grey and the American . Ambassador concerning Britain's action ' in preventing Germany receiving contraband and conditional contraband from neutral countries through neutral ports, thus emphasising the virtual blockade of German ports and the extinction of German commerce. A proclamation has been issued that it is desirable in the best interests of'the realm at the present juncture that all persons who can discharge their liabilities should do so without delay. A proclamation announces the cxten- ( sion of the partial moratorium regard- < ing bills giving fourteen days or a 1 month's grace. 1 A decree is gazetted prohibiting the import of sugar from Germany or Austria. CODE CABLES. Received 3, 12.40 a.m. London, October 2. Mr MeKenna promised a commercial deputation that \he would consult the military authorities as to the reintrodactka of code cables.
