The Hague, September 27.
Owing to the increased proof that Dutch merchants are endeavouring to evade neutrality, the Government is considering the advisability of proclaiming martial law in the chief commercial centres, to enable business correspondence ti be censored. The Government has declared martial law on the eastern frontier, in order to exercise better control over exports to Germany.

ROUMANIA. MOBILISATION AGAINST AUSTRIA. Bucharest, September 27. Tbe first Roumanian army, corps is directed against tbe Austrian frontier. The mobilisation of 200,000 men is nearly completed. CHINA. GERMAN PUBLICITY CAMPAIGN. Times and Sydney Sun Services. London, September 27. Germany is inducing Chinese papers to publish stories of Japanese atrocities. One paper was paid £ 100(1 to open a column reporting these fabrications.
