Times and Sydney Sun Services. Received 24, G.lO 'p.m. Washington, Sept. 23., Count Bernstorff says that Germany has won the war, and it is for the Allies t. propose the terms of peace. The destruction of Rlieims, ho explains, could not be helped. If Franco and Britain are fortunate enough to invade Germany tiey will do likewise.
