Tho report was adopted. TECHNICAL COLIiIOG-B. Tlie director of technical education reported as follows: — At the College a largs first-aid class and a nursing ol'ass have been eStlabliohcd under the auspices of the St. John's Ambulance Association. Dr JJrowster is the instir-uotur.

On Thursday, Soptembeir 3, a working bee of members of the Advisory Com•n'littee made considerable improvements to the front of the grounds. We are irdeWioct to Mit W. W. Smith for advice irnd help. I submit sketches of cartificaitea whicli it ia proposed to use in connection with technical work. The certificates will -be granted each year in lieu of prizes. AIRT INSTRUCTOR. I beg to recommend that tho position of a,rt instructor be advertised, at a salary of £l3O per annum, for a maximum of thirty-six hours a week.

The direction of technical education (Mr A. G<ray) wrote recommending that the New Plymouth Employers' Association 'bo recognised as a body having the right to nominate a member of 'tllie Coileeo Advisory Committee.—The recominxandationi was adopted. The Technical Advisory Board wrote Teconimiondtng a 'Salary of £l5O per annum be offered for the position of art jnstmidtor for tihe College.—The repout was adoj>ted. Payments to instructors as recommended by the directors were authorised. The Board went into committee to 'receive the, inspectors' tntporta on (Schools inspected «wid examined during the month.

The inspectors' recommendatiantj! with regard to tho appointment of teachers woro adopted.

PROTESTS. Tho Stratford Committee wrote protesting against the schools 'being closed! for a font-night immediateCly prior to the annual examination, the ir&jults of which would no doubt suffer., lb was hoped that better arrangements would bo made in future for holding teachers' classes in physical culture.

Mr 'Masters said he understood that the main objection was to closing the secondary school, it being very advisable not to have a break, in.: the secondary course at a, y er y important period of tho* year when pupila were preparing for the ■ examinations.

The chairman considered tihe difficulty w«a very much exaggerated. The New Plymouth High School Quid just iuvd three weeks' holiday, g0 that the difficulty did not affect that soluool. It vraa very desirable that the young teachors should a'tltend the physical culture classes.

Mr Morton moved: That the chairman bo requested to arrange whereby the secondary department at the Straitford school may be kept open, or partly Open, during the timid that physical classes are being taken an New Plymouth, so that those pupils intending tc »it for matriculation and other exi'minationi may not have tick routine of work broken.

The motion waa seconded 'by Mr Mas tors, and carried.

The Central Committee- wrote urging that the proposed appointment of Mr T. 11. Tho Waitaxa committee wrote asking the Board to give Miss liarnaton tllio first alliance of receiving tho appointment of assistant, in lieu of conferring it on the teacher nominated by the Board.—The committee is to 'be informed that the Board considers' the teacher nominated is onost suitable for tho position. Tho Lowe* Mangorei oommiittoe wrote asking that M*js Shaw's • services should bo retained instead of another teacher being appointed, the commiittee being thoroughly satisfied with Miss iS'haw. —The committee is to bo informed that the Board's nominee is the best (jua.li.fied for the position . RESERVES. Messrs E. and C Mantle forwarded an application for a ile-asa of the .school sito at the comer of Mt. Damper ani Okau roadis, contaiiung 9 acres 20 perches. Hiey also inquired as to eomponsation for improvements.—The matter was deferred for inquiries to be nio.de. Tho question of letting the Aekland school site to tho Midhirst I>airy Co. \Tua discussed, and it was decided that as the site ia required for the children's horses, tho lease to tho Dairy Co. be cancelled. The Public iWorks Department notified that a portion (204 peixJhcs) of section 10 block 13, Powaibu (part of a school site) was required for the purposes of the (Stra.lford-Kawsufea.wa railway, a.nd had 'been token under the Public Works Art, compensation being made under the Act.—.Received. WORKS OYEOSBER'S REPORT. Tho ovwsccr of works (Mr C. 11. Moore), reported.— Waiau SokooSL —This school wag competed and opened for pupils en September 7. 'Lincoln. Residence.—The bathroom, scullery, wash-houso and verandah iiave been completed and general repair® attended to; tho place ia nohv i» very fair order.

Bell Block: Residence.— X new tanketaaid for like present tank was erected,

and also a stand for aaotlher tank when the grant ia'nijado for tho wash house and tethroom.

Stanley School. —The improvementa to the ventilation and general repair* were attended 'to at this place .tfeinrington Swliodi.—Small repairs were attended to and the conilmittea supplied with .maite.mil for a small piec* of concrete wonk.

Pungarehu.--.We have mad.) a start wiitlh the new additions to this school.

VVaihj Sdhool.—The committee wished to instal the pan system at the school; as we were in the district the necessary alterations to allow this to be done were attended: to.

Leppcnton.—A new tank has been Erected to replace one of Ui-j old' once at Qus school. The other tank is in fair order and not leaking in any way. Painting Repairs.—The following painting wonlos were carried out dur■ir:g the month; Korito school, the wwle ol tHi« outside; LincoSn rreeidiiice-, the outside of the old part, and both outside and inside of ithe new work; Lincoln school, the whole of the outside; Stanley school, the whole of the outaide, is being attended to at present. Genera].—Mr. Matthews, of Waiau, has presented a stove (similar to those used in Canada) to the board. The stove is now dn tihe. store for inspection. The report was adopted. COMMITTEES' REQUIREMENTS.

The Central wrote forwarding <th a Inspector'* adverse on the latrines at the Central in.d Courtemay street sdhools, and listing tho Board to make the necessary alterations, chiefly as to vcnltilaltton." The Health Inspector, after alluding to his previous reports, recommended flhat %c floor* and portions of the wall* of the boys' latrines should be thoroughly scrubbed and hosed once a week at leut.

The chairman said tha,t the btane appeared to be on the committee for sot having the latrines property cleaned. Inspector Ballantyne said tihe vrtiole of tho rwallsi ■were kept 'beautifully whitewiKshed and every care was taken to keep tihe latrines clean and sanitary. He suggested that the Board dho'ild pay a, visit of inspection and see for themselves. Accounts amounting to £5049 18a Id. wore passed for payment. Some discussion took place on tin subject of buikltng and other gr.uitta by the Department, but it wag recognised that nothing could be done at the present time. Mr Chas Watchorn wrote ooaisen/tdng to act as commissioner at Pu'rwliakaiut, and stating that ho had obtained Mr H. B. Worthington'o consent 'to act with him. The Board adjourned.
