GERM A3? CHANCELLOR'S TACTICS. Washington, September 20. President Wilson supports a newspaper proposal that American children should send Christmas presents to all the children in Europe rendered fatherless by the war. It is reported that Ilerr von Beth-mann-Hollweg is verbally discussing the possibility of terms of peace with the American Ambassador, without indicating whether the Kaiser is aware of the discussion.
Phesident Wilson declines to accept the discussion other than as incidental to America's enquiry concerning Germany's attitude towards mediation.

Banking interests state that every effort to secure the re-opening of the Stock Exchange has been without result. None of tho suggestions put forward would prevent the liquidation of Europe's enormous holdings of American securities, even if Amercia could finance the purchase. The Ohio Copper Mining Co., with a capital of eight million dollars, has voluntarily gone into bankruptcy. The Reserve Board lias approved the establishment of a hundred million dollar gold fund to meet American obligations in Europe.
