{ Paris, September 5 (morning). | An English trainer relates that m 'he British retreat from Compeigne Id Oliantil'y, first came motor-vans and I uiotor-'buses, like an avalanche racing j down the road, tooting, and the deafening noise echoing in the forest. The drivers seemed to know the roads as rt they travel over them every day. Then cam- the soldiers, who had blown up the railway lines and bridges behind them. The peasants in all the villages made a great fuss of Hie Britishers, offering them eggs, butter, milk, cheese, fruit, m-.-at. and fowls. The pub'ic-houses offered them drinks for nothing. By Tuesday evening Cliantilly was empiy. The trainers bad got all their horses away. The English residents went tj Maisons Lafittc, or to Paris, every kind of vehicle being utilised. Foirr lumdrcd English stable lads were taken away by train.

A Her consulting leading traders and hankers, ,\fr Lloyd George, in order to facilitate the removal of difficulties arising from tiie breakdown of foreign stock exchanges, lias secured an arrangement whereby the Bank of England, where required, provides acceptors with funis to pay all approved prc-moratium bills at maturity. This will release thediawers ajid endorsers of such bills of their liabilities as parties to the bills, but their liability under any agreement with the acceptors for pnyment of the cover is retainer!. Acceptors must collect from clients all funds due to them as soon as possible and apply those' funds to the repayment of the aforesaid advances, whereon interest will he charged at two per cent, above the ruling bank rates. The Bank of England undertakes not to claim repayment of the amounts v.nrceovcivd by acceptors from I heir clients fur a period of a year after the close o' the war. Until the end of this rcriod the Bank of England claims (o rank 3 ? - ter the claims in connection with post moratorium transactions.
