A White Paper has been issued which describes the German Government's recent active support of a secret organisation for the distribution of news in other Continental countries with the view of popularising Germany, and German manufacturers' attempts to bribe foreigu newspapers by withholding business advertisements except from newspapers publishing such news, which -was sent at specially reduced cable rates.
