THE llKlir COMMISSIONER'S MESSAGES. Wellington, Last Night. The High Commissioner reports:— London, 27th (12.10 a.m.). Reliable.—Four Russian armies are invailing Cermany and Austria. The first is in Eastern Prussia, the second in the direction of Posen, the third in Western Galicia, and the fourth in Eastern Galicia. The latter force lias occupied Kopilsteza and Tarnapol. The High Commissioner roports under date London, August 20, .1.0 p.m., official:—■ The allies are awaiting a German attack in their new positions. Jn the- last three days' battle the enemy suffered tremendous losses. There i s no news of the situation between Sedan and Nancy. The French are evacuating Alsace and concentrating elsewhere. Tim French will reinforce the British at Mons. The Russian advance is ur.checlwd. Austria has declared war against Japan. Mr Asquith, in the House of Commons, said it was not proposed to establish national service. The German attack in force on the southern frontier on Tuesday was repulsed all along the line. 'MAKE A REPETITION IMPOSSIBLE.' Melbourne, August 20. Sir Alexander Peacock, referring to the German troops' atrocities, leading to their being described as "the Red Indians of Europe," said. "We. are no\> filled with the grim determination to make a repetition of these outrages impossible."
