The Act provides for the creation of a War Expenses Fund, into whieh all donations will bo paid, also money raised by Treasury bills for war purposes. Tims all war contributions go to this special fund and not into the Consolidated I'nml or the Public Works Fund. The Defence Department is informed of the. amounts credited to special purposes, and it expends the money in accordance with the desires of the donors. If the money is donated for equipping local men. it is spent in that way. Equipment can be bought and, if approved by the Defence. Department, will be paid for out of the fund. Thus contributors can be sure that What is provided is lip to standard, that there will be no overlapping, or waste, and that the fund will be properly administered and audited.''
