East. The question of the legality of the transfer of the Goeben and Brcslau was not raised, but the Ambassadors insist 1 that the officers and crews must depart. Turkey desires to keep a number of the engineevs, (mechanics, and stokers to teach the Turkish crews how to run the turbines.
