The State Department has received a statement, without comment, ex Germany, that Russia intended immediately to cede Kiao-chao back to China_ China asked what the United States' attitude would be in case China accepted it. 'lt is understood that the State Department informed China that the United States was unable to answer the enquiry as to whether she would undertake the trusteeship, involving the transfer of Kiao-chao to China, until she.had consulted Japan and Great Britain, and secured their consent. The German women and children, including the Governor s family, have left Tsing-*tao (the fortilied station in Kaioehao) for Tientsin.
