EXCESSIVE COST OF SUBMARINES. By Cable—Press Association—Copyright London, July 28. The Times' naval for respondent estimates that 1500 submarines and 1500 sea-planes would be required if submarines were to replace battleships and would cost 180 millions, which would have tu be expended in three years, and future naval construction votes would be eighteen millions annually. Admiral Scott's proposal, therefore, would not result in economy. Lord Charles Hereford's -ilggestian for a general di.vu.--ein of the navy estimates ha.- been postponed. Mr W. [I. Long said t:iat .-ritM-m of policy was inadvisable at the present jure'tutc. They should be unanimous m support o f the Government. Mr. Ramsay MacDonald concurred.
