' Mexico City, July 27. General Carranza, announces that when he secures/ power he will not recognise Huerta's financial obligations. Huerta is reported to have given Rothschilds, Lord Cowdray and other British citizens oil concessions in lower California at nominal prices. General Carranza will refuse to recognise these.
