GRANT TO COLUMBIA.
OPPOSED IN AMERICAN HOUSE. By Calble.—Press Association.—Copyright Washington, July 26. Mr. Humphrey, in the House of Kepresentatives, attacked the proposed agreement to pay Columbia five millions sterling for the partition of the Panama Republic as a policy of surrender and national degradation. Mr. Hiinjphrey defended ' Mr. Roosevelt's method of taking possession of the Canal Zone.
