CONFLICT WITH POLICE. MOST CRITICAL SITUATION TOR YEARS. By Cable—Press Association—Copyright St. Petersburg, July 21. There are a hundred thousand" strikers in the capital. There have been many conflicts with the police, eleven of whom have been wounded by stones. The police used revolvers. Rioters in the Viborg quarter overturned tramcars and there was much revolver firing and stone throwing. The Cossacks, with two blank volleys, dispersed the rioters. The tramwaymen at Moscow have struck and the services are suspended. There are other strikes at Riga, Saratoff and elsewhere. The situation 'generally is the most critical for years.
