At the conclusion of the. deliberations the following clause was referred back to the committee l'ov redrafting. "District councils may be established wherever three or four unioiis are desirous of affiliating with the organisation, pro-.!,'c !'■■'■ >i the industrial centres of Auckland. Christchurch, anil Dnnediii, thei .■ ,-i'nail be ony one district council.'' The following clauses were adopted: i'■ \ in k obted'districts; or whcivever district councils are not practicable, any union may alliliate direct with the national executive or the nearest coun.il: [i>) The executive whidi shall consist of a president, vice-presi-dent, and secretary, liva-urer, together with an executive of nine members, shall be tile governing authority of all matters involving the national body. The members of the executive, exclusive of the officers, shall lie elected by the members of tbe affiliated bodies within each of file following districts: Auckland (one member), Duller and Grey (one member) Canterbury (one member), Otago (one member), Southland (one member, (J) The national officers shall be elected by a plebiscite of the w.'iole membership of the I ,;itcd federation of Labor bv a preferential system of voting.
