NAVY OF THE RUTUFE.
SUBMARINE v. BATTLESHIP. Received 10, 0.20 p.m. London, July 10. Admiral Sir Percy Scott, replying to criticisms, adheres to his theory of the domination of submarines. He declares that the "little navy-ites" must not think that submarines mean cheaper defence. On the contrary, a greater number will be required, and this will enormously increase the expense.
