TJic reports of the Public Trust Offi»» and Police Force were presented. Mr Russell pointed to the fact that th© Cabinet, without consulting Parliahad increased the pay of every man in the police service by £lB 5s peJ year. He did not object to the increase, ' but it was done in the most uoaonstitutiomal and improper way. Hon. Mr. Herdman said that apparently Mr. Russell opposed justice to tint men. In 1011 a previous Government tad increased the pay of the polk* by fld per day. If the Libera'! Party did tins, why did he complain? He ha'd round since taking office that if they were to get the best men into the ranJai of the force, an increase in pay was advisable. Nothing unconstitutional had been done. Mr. Russell retorted that the Govern- " wont was evidently afraid of criticism. Hon. Allen moved the second reading of the Victoria College Bill.
