A PERMANENT INTERNATIONAL COMMISSION. Times and Sydney Sun Services. Received 9, 5.25 p.m. Washington, July 9. , Mr. Bryan, in the Senate, in submitting the Peace Commission treaties proposals, said they would supplement existing arbitration treaties by providing for submission of disputes to permanent international commissions. The British treaty provides for representations of the dominions when involved. The finding of the Commission would not be final, the contracting parties reserving the right to act independently after the report had been submitted.
