The Emperor,, in a letter to hia people. reminds thorn that tbey have shared his sorrows and joys for sixty-fire years, and he puts his trust in their deep love for him. He declares that the fanaticism of a small band of misguided men cannot shake his house. "This fresh and painful trial which God's unfathomable decree has imposed on ms and mine will strengthen me in any resolve to follow in tho way 1 know to Ik- right."
