Stillman. who lias been fully instructed as to the Governments a'ttitude on the "Mexican question, will proceed to Saltilly to represent the United State* at the temporary capital of Curranza. It is understood that he goes virtually as President Wilson's personal agent to assist, if possible, in lieuling- tbr breach between Carrauza and Villa.
