The Governor has opened Parliament. His speech foreshadowed constitutional and land law reforms and the construction of six new railways. The Premier introduced a Bill providing for popular initiative and the referendum.

Tlit- Leader of the Opposition condemned the waste of public money in State enterprises, which did not pay their expenses. Tiie Premier warmly claimed that they benefited the public. Large borrowing and spending had prevented financial chaos.
