Viscount Haldane, speaking at the National Liberal Club, described the present Budget as the greatest of Lloyd George's three, 'because it embodied a latently cooperative system of caring for the child from birth to the end of its school life. He anticipated the creation of a Ministry for Health. jlr. Lloyd George followed, satirically interpreting the combined ConservativeLaoor protests against reducing the Budget as an encouraging feature. Had the taxes been a penny in the £1 more to promote social reform, his majority of 38 would have been doubled.
