At present France possesses 'sufficient javal strength to provide for the security of transport between. Africa and France, and also to prevent Germany from obtaining oversea food supplies through Italy or Austria.
THE KAISER IN HIGH SPIRITS.

The Kaiser, when visiting the British Dreadnoughts at Kiel, was in high spirits. He joked with everybody, and expressed his disapproval of the top hat worn by a diplomatist present. He asked the captain whether there was any swearing on British ships, and signed the visitors' book. By mutual understanding there is no thorough-going visit to either British or German battle, ships. The conning-towcrs are closed and the wireless installations are not inspectable.
THE KIEL CANAL. Berlin, June 25. The Kaiser re-opened the Kiel Canal, which has teen reconstructed at a cost of eleven millions to facilitate the passage of the largest Dreadnoughts. The British fleet saluted the Kaiser as the Hohenzollern emerged from the canal.
