Received 26, 12.5 a.m, Berlin, June 25. 'Herr Schiemunn, in an article in the Krenz Zeitung, says that M. Foincare's policy must sooner or later lead to a European war. M. Poincare, Bays the article, feeds French Chauvinism with the Russian hate of Germany, and devotes his efforts to drawing, England into a combination wherein no party can be its own master. Poinearc is Isvolskv's instrument."
