Received 19, 10 p.m. Wahsington, June 1!). The Foreign Delegations Committee is whereby the United States will receive inter-oceanic canal rights, also naval liases, in exchange for a cash payment. It was learned through Mr. Bryan that American financiers held a controlling interest in the Nicaraguan railway and the Nicaraguan National Bank. Senator Smith (Michigan) declared that a political intrigue, which the American bankers instigated, had placed the present Nicaraguan Government in their power. The Foreign Relations Committee ordered a full investigation of the circumstances wherein- the financiers gained control of the Nicaraguan railways and banks.
