Mr. Bellamy, presiding at the meeting of the National Union of Railwaymen, at Swansea, said the fusion of Tailwaymen had already been justified. It had met the most powerful 'response. The combined membership in fifteen months has risen from ISO.OOO to 300,000. He would not be satisfied until all Bon-unionists wire eliminated, but they must steadily resist anarchistic tendencies.
AGREEMENTS AND STRIKES'. London, June 15. The Unionist committee on industrial unrest, after two years' investigation, recommend a Department of Labor under a Chief Commissioner, the latter to be invested with power to intervene in a strike and to appoint a Board of Conciliation, anyone breaking the agreement sanctioned by the Commissioner to lose the certainty 0/ the wage fixed. Legal sanction should be given to agreements between masters and workers with regard to wages. A minimum wage should be fixed for different kinds of work.
