The House of Conunons passed the second reading of the Merchants Shipping Convention Bill. Mr. John Burns, in moving the second reading of the Bill, said that during the last thirty yeaTs 4700 vessels owned in Britain, with a tonnage of three million tons, had been lost and 18,474 persons drowned. The ratio of lives lost was steadily; decreasing, and hj» believed it would decrease more rapidly when the Bill became operative in July, 1915.
