The House of Commons debated an address to the Imperial Parliament praying for an increase in the number of Senators. ' Mr. Borden admitted that the constitution of the Senate had been much criticised.. The United States and Australia had elective Senates with the result that tfften the Senate proved more powerful than the lower Hous». It was impossible that Canada could solve the problem of an adequate Second Chamber just now. . Sir Wilfrid Laurier agreed that it was vain to ask the British Parliament to solve the problem when Canada was unaible herself to do so. The address was adopted. While the Duke of Connaught waited to prorogue Parliament the Senate suddenly refused to pass the address begging British Parliament to amend the British North America Act in order to increase the personnel of the Senate. Liberal Senators wished the proposed change not to come into effect until , after the next general election. Conservative Senators claimed that this action was due to the desire to prevent the present Parliament passing the Naval Bill when the Liberal majority' in the Senate had expired. The Senate referred the question to ihe House of Commons, which was hurriedly summoned and disagreed with the Senate, thus throwing the question over for another session.
