The International Congress of Chambers of Commerce suggested the framing or a convention to deal with various forms of unfair competition. A German degeate urged that the subject was too immense to tackle. The British and American delegates considered it feasible, and a special committee was appointed to consider the subject. The Commission is appointing an elaborate scheme of dealing with arbitration and industrial disputes.
