An artillery offi cer in the Federal lines turned traitor and decamped, taking all the breechplugs of the guns. The Federals are disheartened. The Consular Corps has appealed to the Constitutionalist commander and the American Admiral off ; the coast, urging the observance,or a neutral zone around the city, designed for the safety of non-combatants. MEDIATORS LOSE PATIENCE. New York, June 11. Impatient at the Constitutionalists' refusal to answer whether they will participate in the conference, the mediators, have decided to ignore Carranza and proceed to close the conference.
