Mackenzie aiiß Sir Jolm Maddent attended. Lord Gurzon said the League was doing greater work than Parliament or the fleet in holding' together the scattered units of the Empire. lie thought that the material forces holding the Empire were precari.ous. The only force, whereon they could rely was the sense of brotherhood.
