CHINESE SUZERAINTY ACKNOWLEDGED.

| The Tibetan Commission's treaty proi poses to establish inner and outer zones, the inner including Lhassa. It acknowledges Chinese suzerainty over the outer sea zone, which remains under China's undisputed control. The Daily Telegraph says the Anglo-Chiucse-Tibetan Commission has drawn up a draft treatv.
