PROVISION FOR POOR CHILDREN' CRITICISED.

At the Health Conference, Lord Chelmsford deprecated the elementary se'hools being turned into nurseries for children whose parents could not attend to Wieir feeding and upbringing. The education authority was- not the right body for these matters.
