Rear - Admiral Witsclicll, in the Xeuste Xachrielilen, recommends Aus-tria-Hungary to increase her navy in (he Mediterranean until it is 20 per cent, above the combined fleets of the two next strongest Powers and thus compel Britain to increase her strength in the Mediterranean and lighten the pressure on the German ileet in the North Sea, which is serious owing to the development that is sure in the Russian Baltic Fleet.
