POWDERHAM STUIiKT WALL. 'Messrs Govett and Quilliam, the borough solicitors, forwardixl a draft letter to be sent to the various propertyowners who had agreed to give the laud necessary for building a retaining wall in Powder.ham street. The detter in question stated that the council could not consider the proposals cf the property owners, unless it were clearly understood that the council was to be put to no expense whatever in the matter, all costs of any kind to be borne by the applicants. The £3OO must be paid at once, not after the work was completed. There would also have to lie a special covenant on the part of the owners that the wall should be maintained at .their expense, and that in the event of any buildings being erected On the land, these buildings should comply witli the provisions of the by-laws for the time being. Letters ijn this strain will be sent on to the owners in question. -

THE TRAMWAYS. Mr F. Black, consulting engineer for tramways, writing on the matter of extending the. tramway over the Waiwakaiho bridge, stated that it would be necessary to have a drawing, showing the clearances of the bridge, also the nature of the sides of .the fence between the footpath and roadway before the department could express an opinion as to its attitude when the council made application for a further Order-in-Coun-cil.

The information will be supplied.

GOVER STREET FORMATION. Thar .borough engineer (Mr. C. Skitrop) reported that Gover street, between Lemon and. Gilbert streets, was worn out., and required rc-metal'.ing. The street was out of shape, and would have to be re-formed. He asked permission to do the work at a cost of approximately £175. He purposed metalling the central portion, 24ft wide, with broken stone, and the sides with gaol gravel. ' The engineer, was authorised to proceed with the work. ' SOLTAR STREETS. The managing director of the ''Stiltar' Company, Limited, Auckland, wrote offering soltar at 11 1-ld per gallon net, en slings at Xew Plymouth, in 200-galion tanks, to be. shipped in lots of 3000-gal-lons. This'price was for an order' of i not less than 20,000 gallons' within 12 months.

The borough engineer, writing in connection with, this, suggested that'thecompany lie a-ked to reduce the order-re-quired to 10,000 gallons. If this could be procured early in the summer,' he would treat the following streets:— Liardet street from Devon) street to Pukekura Park; Gill street, from Currie street to Brougham street, and a section of Brougham street from Devon street to the railway "station. This would save much maintenance. Several councillors considered Unit decision should be deferred, pointing out that the order mentioned represented a considerable sum.

Cr. Clarke, strongly advocated immediate consideration of street formation on up-to-date lines. New Plymouth was, he said, far behind almost every other town in New Zealand in the matter of forming asphalt or other permanent streets, and if a lain were necessary to remedy this, it should ibe raised. He moved that the matter be left to the favourable (consideration of the Estimates Committee.

Or. Ambury supported the motion, which was carried.

COXGESTED TRAFFIC. Messrs Webster Bros, wrote, drawing ntte7ftion to the congestion of traflic in James'lane, and Taranaki lane, caused to a large extent, they pointed out. by the fact that vehicular traffic entered ami departed at both ends. They suggested that notice boards should be put at. the Devon street entrance to James' lane, reading ''This way in," and at the entrance to Taranaki lane, in Currie street. ''This way out." The borough engineer wrote,. endorsing thi( suggestion, which will be carried out. GENERAL. Mr R, IT. Sole wrote, that ho had been requested by the inspector to erect a concrete manure-holder in his yard.. He pointed out that his yard and black-, smith sli,op were kept clean, and he should therefore not be put to that expense and inconvenience. He offered an assurance that the yard Would be cleared of manure at least twice, a week.—He will be informed that he must comply with-the/by-laws. The engineer was instructed to furnish h report with reference to the opening up of Waterloo road.

The borough solicitors advised that the Lands Department had declared the proclamation of the exchange of Barin" terrace with Mr IT. M. Skeet illegal and void.
