CROSSED THE BORDER.
A RUSSO-GERMAN INCIDENT. By Cable—Press Association-Copyright Received 10, 6.5 p.m. Berlin, May 9. Berliner and his companions have been released on payment of fines, and have been returned to Germany. The charges are absolutely denied.
According to a Berlin cable of May 1, a German balloonist, named Berliner, was detained by the Russian authorities on a charge of espionage. With two companions he landed at Perm on February 10. The three were sentenced to six months' solitary confinement for obtaining plans of torpedo construction and description of forts. There Was indignation in Germany, where it was believed the flight over the frontier was accidental.
The following message from Berlin was published on April 11:—''The newspapers state that the Kaiser has written to the
0/ar a personal letter regarding the aeronaut who wad recently detained at Perm on a charge of espionage, after a record balloon voyage from Cermany. The Kaiser requests the Czar to do his best to speedily close an unpleasant incident."
