Lord Gladstone considered that it wan his duty to support the Ministry in the crisis there. On occasions, he sa.id, it is better to be too strong than too weak.

Mr Smuts, in the Assembly, announced a proposed match duty, a special duty on dumped goods of the same kind as produced in the Union, income tax proposals exempting the first £IOOO and graduated thereafter from sixpence to Is 6d, and a graduated unimproved land tax. /
