STRAINED RELATIONS. Bv Cable—Press Association—Copyright Berlin, April 29. Kerr Jagow. Minister for Foreign Affairs, addressing the Budget Committee of the Reichstag, admitted that there was an undercurrent of strained feeling between Russia and Germany. Botn Governments hoped to preserve the old friendly relations. He denied that there were any Anglo-German negotiations respecting the Cape-to-Cairo railwar.
