Labor Disturbances

THE USE OF TROOPS.

UPHELD ]!Y BKITAIX'S PREMIER,

By Cable—Press Association—Copyright Received p. 11.10 p.m. London, .April 2,1.

In committee on the Army Amiii'il Bill, Air. Keir Il.mlic moved a new claiw making it unlawful to employ troops in laliov disturbances until the available police of the district have been re,o\\i-i----tioned, and that no troops be employe:.! except with the consent of three magistrates of the district. .Mr. Haidie urged that soldiers should be armed with batons.

Mr. Asquitli admitted the importance of the clause, but the duty of assisting the civil power when the public peace was disturbed was imposed on soldiers as citizens. It was in the highest degree undesirable to ouestion the sanctity of immemorial right to use soldiers in disturbances leading to destr,i> tion and menace of life, and exceedingly unwise to suggest that soldiers shouid not be armed.

Several Conservatives deprecated-the use of the modern rifle in suppressing riots.

The chairman finally ruled Mr. Keir Hardie's amendment outside the scape of the Bill.
