The State Canal Committee lias considered the Canal Bill from an economic viewpoint.

The Federal Commissioner of Navigation, Mr. Chamberlain, declares that the United States was wrong to exempt any of its shipping unless the Government itself met the cost of the passage of the exempted ships through the canal. The exemption ought not to add any burdens to foreign shipping. Mr. Chamberlain favored subsidies instead.
