As a result of the Zabern incident, the War Office has issued new orders making obligatory the use of weapons if required to remove any obstacle in the way of official activity, or to ward off attacks on military persons or property, and declaring it right for a soldier to use weapons to repel attacks on the honor of himself or others. The orders enunciate the principle that the military may not be employed for the mere reinforecment of the police. If help is necessary, the military commander miiot remain in sole control until the emergency has passed.
