Senator Reed has complicated the Panama question -by the introduction of a Bill providing for the repeal of the tolls, also allowing foreign vessels to enter the American coastwise shipping trade. Senator Reed declared that his intention was to break the existing monopoly of coastwise shipping. Senator Lewis has introduced a Bill giving the President authority" to suspend traffic through the canal whenever consistent with United' States interests.
