Congress is unable to assemble to instal the President in succession to Billinghurat, owing to want of a quorum. Business is paralysed by a general strike. Mobs of the opposing are creating disturbances, and are fighting with firearms. Many have been wounded in the streets. The deputy supporting the Vice-president, when driving to the Chamber, was attacked by a mob and shot in the head. ,
