ALLEGATIONS AGAINST EX-PRE-MIERS. By Cable—Press Association—Copyright Paris, March 19. M. Monis has resigned. The Eclair states that M. Cail'laux, when Minister for Finance in M. Monis' Cabinet, wrecked the syndicate scheme in Morocco arranged between M. Briand and the German Government. The result was the Agadir coup and the cession of a large tract in the Congo to Germany. The Eclair demands the impeachment of MM! Caillaiix and Monis in connection with this.
Madame Caillaux expresses remorse, and says the tragedy was due to mental aberration. I
