ALLEGED OFFICIAL COMPLICITY, By Cable—Press Association—Copyright Received 16, 11.30 p.m. Shanghai, March 6. Yuan-Shih-Kai, President of the Chinese Republic, accuses Sun-Yat-Sen and ITaungh-Slng of supplying the "white wolves" with arms and ammunition. He "declares that the rebels are endeavoring to establish bases at Shanghai and Hangkow to bring about a rebellion in conjunction with the "white wolves."
