General Carranza informed Washington: that he is willing to treat with American Consuls for the protection of foreigners, provided those countries will invest the American Consuls with a tantamount recognition of Carranza's billigerency. Carranza says, he is snapping ins fingers in the President's face, but his policy of watchful waiting will be continued unless he is dramatically upset. ARRESTS FOR CONSPIRACY. Plna and Bonilla, two officials of the former Madero Cabinet, have been arrested at Nogalessonoca, accused of conspiracy against General Carranza, the Constitutionalist leader. Other arrests are pending.
